Dominion Virginia Power seeks to maintain its revenue stream even when customers use less energy in response to Dominion-sponsored energy saving programs (CASE NO. PUE-2011-00093). Smart meters had been imposed via prior legislation without due concern of invasion of privacy and health issues. Commissioners get an earful from the public.

My name is Charles Battig. I am a resident of Albemarle County, Virginia, and am a retired, post-graduate electrical engineer and licensed physician. Today, I am testifying before you in the matter of CASE NO. PUE-2011- 00093......In order to implement control of its customers, Dominion Virginia Power has been granted the use of Advanced Metering Infrastructure (AMI) in three test areas in Virginia. I live in one of those areas. These AMI devices are more commonly known as “smart meters” by the lay public, and are often promoted as a means for consumers to save on their electric bills. If the end result is that customers are charged more for using less energy under “rate-decoupling” mechanisms, their saving on electric bills will be when they can no longer afford to use the electricity.......Smart meters rely upon the transmission of radio frequency signals from the customer’s meter to the utility. They are able to transmit not only the quantity of electric energy consumed, but also the private patterns of usage on a moment-to-moment basis, twenty four hours a day, every day of the week. In the three test areas selected by Dominion Virginia Power, no prior consumer consent for the mandatory installation of smart meters was requested, nor was it required by this Commission.  A Charlottesville couple in their 80s contacted me recently with their concerns. They have a bank of over a dozen of these meters next to their apartment wall. Theirs and other consumer complaints related to smart meters all have in common the issues of health concerns secondary to radio-frequency radiation exposure, and of unauthorized invasion of privacy.  Read entire transcript of Dr. Battig's testimony........

Welcome to the New 'Use Less Pay More' Home Energy Front - Canada Free Press - Today I drove to Richmond, Virginia, for an interesting hearing, approval to implement new demand-side management programs and two updated rate adjustment clauses—euphemisms for crony capitalism. Dominion Virginia Power, a public service utility, is the beneficiary, along with homebuilders, contractors, and environmentalists. The docket today, PUE-2011-00093, listed environmentalists, home builders, contractors, Sierra Club attorneys, Dominion Power attorneys, and a hundred concerned citizens who believed that the hearing would cover all aspects of Advanced Metering Infrastructure (AMI).  According to the Division of Energy Regulation Senior Utilities Analyst, “Dominion received approval from the Commission to conduct an Advanced Metering Infrastructure (AMI) pilot program in several geographic areas within its service territory and has now installed AMI meters on all homes within those selected areas. The AMI pilot program is one of several Dominion demand-side management programs that was considered and approved.”  Read more..........
