In what may be the strongest signal yet of the new pro-labor orientation of the National Labor Relations Board under President Obama, the agency filed a complaint Wednesday seeking to force Boeing to bring an airplane production line back to its unionized facilities in Washington State instead of moving the work to a nonunion plant in South Carolina. In its complaint, the labor board said that Boeing’s decision to transfer a second production line for its new 787 Dreamliner passenger plane to South Carolina was motivated by an unlawful desire to retaliate against union workers for their past strikes in Washington and to discourage future strikes. The agency’s acting general counsel, Lafe Solomon, said it was illegal for companies to take actions in retaliation against workers for exercising the right to strike.  Read more.......

Political Contributions by Contractors Targeted - Wall Street Journal - The White House is drafting new rules that would require companies making bids on government contracts to disclose their contributions to political candidates and organizations, including donations that otherwise would remain secret. The White House casts the proposal as an effort to improve transparency and accountability, but Republicans charged that the rules would inject politics into what should be an unbiased procurement process. White House Press Secretary Jay Carney said Wednesday that President Barack Obama "intends to pursue" the executive order, but said details have not yet been settled. Read more.......

Obama's Czar End-Run - 'Signing Statements' He Once Opposed - Redstate - While the debate rages among conservatives on the merits of the budget deal lawmakers struck with President Barack Obama, add an additional point of contention: Czars, of which the appropriations measure reached last week eliminated four. At least, that’s what House GOP’ers thought.  The spending bill as written prohibited the White House from devoting funds to those czars directing the administration’s policy agenda for health care, climate change, the auto industry and urban affairs.  But the president broke the terms of the eleventh-hour agreement, issuing a signing statement Friday indicating he would employ czars–of which he’s tapped a record 39–as he sees appropriate.  Congressional Republicans were incensed. Read more..........


Daniel Henninger: Obama's Likability Gap - Wall Street Journal - If it is true, as Michelle Obama said in February, that her husband isn't smoking anymore, maybe he'd better start mellowing out with the cigs again before it costs him the presidency.  The Barack Obama we've been seeing lately is a different personality than the one that made a miracle run to the White House in 2008.  Obama.2008 was engaging, patient, open, optimistic and a self-identified conciliator.  Obama.2011 has been something else—testy, petulant, impatient, arrogant and increasingly a divider.  Never forget: That historic 2008 victory came with 52.9% of the total vote and 52% of independent voters.
