McDonell's Executive Order on Housing Could Hobble the State Housing Market - Tertium Quids - In April, 2010 Governor McDonnell signed Executive Order (E.O.) 10 to establish broad policy principles and housing initiatives that his government favors and, presumably, intends to adopt.
